Montgomery County Republican Party

As Chairman of the Montgomery County Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the County Committee, I, Mel Huber, do hereby issue this call for a Party Mass Meeting to be held at the Montgomery County Government Center, 755 Roanoke Street, Christiansburg, Virginia 24073, (or its alternate site) starting at 7:00 p.m. local time on March 14, 2016, with registration beginning at 6:00 p.m. and ending at 7:00 p.m. for the following purposes:

  1. Electing a chairman of the Montgomery County Republican Party;
  2. Electing members of the Montgomery County Republican Committee;
  3. Electing up to 605 Delegates and an equal number of Alternates to the Republican Party of Virginia State Convention to be held on April 29 and 30, 2016 at James Madison University Convocation Center, 895 University Boulevard, Harrisonburg, Virginia 22807 or its alternate site, beginning at 2:30 p.m. on April 29 and 12:00 noon on April 30 local time for the purpose of nominating two Electors At-Large to be voted for in the presidential election on November 8, 2016; electing 13 At-Large Delegates (“National Delegates”) and 13 At-Large Alternate Delegates (“National Alternates”) to the Republican National Convention to be held on July 18 – 21, 2016 at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site) (the  “National Convention”); electing a State Chairman; electing a National Committeeman and National Committeewoman; and for the transaction of such other business as may properly come before the Convention;
  4. Electing up to 605 Delegates and an equal number of Alternates to the 9th District Convention to be held on April 9, 2016 at the George Wythe High School, #1 Maroon Way, Wytheville, Virginia 24382 (or its alternate site) beginning at 10:00 a.m.  local time for the purpose of electing a 9th District Chairman; electing three Delegates and three Alternate Delegates to the Republican National Convention to be held on July 18 – 21, 2016 at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site); electing three members of the State Central Committee; nominating one Elector from the Ninth Congressional District of Virginia to be voted for in the presidential election on November 8, 2016 and for the transaction of such other business as may properly come before the Convention;
  1. No resolutions shall be permitted from the floor;
  1. No nominations for chairman of the Montgomery County Republican Party shall be permitted from the floor;
  1. And for the transaction of such business as may properly come before the Mass Meeting.

In the event of cancelation or adjournment on March 14, 2016, the Mass Meeting will be held March 17, 2016, at 7:00 p.m. at the Montgomery County Government Center (or its alternate site). All pre-filing deadlines as outlined below remain the same.

Qualification for Participation

All legal and qualified voters of Montgomery County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its Mass Meetings, party canvasses, conventions or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the Montgomery County Republican Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nominating process of another party other than the Republican Party within the last five years.

A single exception to this shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of this writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the forgoing exception, and thereafter participates in the nominating process of a party other than the Republican Party, shall not have the benefit of the exception thereafter.

Filing Requirements

  1. Chairman of the Montgomery County Republican Party – Candidates for the position of Party Chairman shall file a written statement of their candidacy by mail to or in person to Mel Huber, 1419 Crestview Drive, Blacksburg, VA 24060 which must be received no later than 5:00 p.m., February 23, 2016.  Postmarks do not govern.
  1. Candidates for election as Delegate or Alternate to the Republican Party of Virginia State Convention or Ninth District Convention must pre-file a written statement of their candidacy on a form provided by the County Committee. Candidates for Delegate or Alternate for the State Convention should submit their applications as shown on the or attend the Mass Meeting. Candidates for the Ninth District Convention Delegate or Alternate should send the completed form to the Montgomery County Republican Committee, P.O. Box 997, Christiansburg, Va. 24068 which must be received no later than 6:00 p.m., March 3, 2016, or attend the Mass Meeting.  Postmarks do not govern.   1. Candidates for membership in the Montgomery County Republican Committee need to submit a written statement of their candidacy on a form provided by the County Committee to the Montgomery County Republican Committee, P.O. Box 997, Christiansburg, Va. 24068 which must be received no later than 5:00 p.m., March 3, 2016. The form can be obtained by contacting Mel Huber at (540)951-7938. A mandatory $20 filing fee (that shall serve as membership dues for 2016) is required. Members of the County Committee in good standing as of December 31, 2015, need not submit a candidacy form.  However, the $20 filing fee is required to be received by 5:00 p.m., March 3, 2016, along with current contact information.
  1. Military Provision:  Military delegates will be selected in conformity with the Plan of Organization of the Republic Party of Virginia.  Any members of the Virginia National Guard, the United States Armed Forces, Merchant Marine, or Coast Guard, who are unable to participate in the election of delegates from Montgomery County due to their military orders, may be represented through the Military Delegation.  To be so represented, they must declare by e-mail to 2016convention@va9gop.org, no later than 11:59 p.m. on March 1, 2016, that they intend to  support  the Party’s nominees in the ensuing election and that their orders preclude them from participating in person.   The District Chairman, or his designee, will provide declarants with candidate preference ballots that will be cast on their behalf at the convention.

Registration Fees and Additional Information

There is no fee to participate in the Mass Meeting. There is a voluntary registration fee of $35.00 to participate in the Republican State Convention and should be submitted with Delegate/ Alternate filing form. There is $10 voluntary participation fee to participate in the 9th District Convention which can be submitted with the filing form or paid at the Convention during registration.

This Call shall be published on the websites of the Montgomery County Republican Party, the Ninth Congressional District Republican Committee and the Republican Party of Virginia. The requirement to publish this Call in a newspaper of general circulation was waived by vote of the County Committee at the meeting of January 28, 2016, a quorum being present and more than 2/3 voting in favor of waiver.

The Chairman, by unanimous vote of the County Committee at the meeting of January 28, 2016, was authorized to make technical changes to this Call.
